Can our water tanks be buried underground?

No, underground tanks are a different design for a reason.

Our current storage tanks are built for above ground use only. If you buried our above ground tanks underground, they would collapse because they are not engineered to withstand the force of the earth from the outside. Underground tanks are smaller and stronger.
